Not always. In the ordinary Rummy variant described by Bicycle, a player may finish by laying down every matched card remaining in hand, so a final discard is not required in that specific ending. This is a variant-specific exception, not a universal rule for every form of Rummy.
The three-card worksheet
Hypothetical no-stakes paper exercise: three cards remain: 6♦, 7♦ and 8♦. The worksheet displays these cards as one candidate run. There is no loose card left outside that displayed group. Under the stated Bicycle rule, all three matched cards may be laid down together, and the play ends without a separate discard. The important point is the relationship between the remaining cards and the displayed group. The exception applies because every card left is matched. It is not a general permission to stop with an incomplete or unrelated hand.
Why the exception has a narrow scope
“Ordinary Rummy” is not a single worldwide rulebook. Different versions can use different requirements for melding, laying off and ending a hand. Therefore, the Bicycle description should be identified as the source of this particular exception rather than presented as a rule for all Rummy games.

Compare a worksheet with one unmatched card
Hypothetical comparison: imagine a second worksheet containing 6♦, 7♦, 8♦ and one additional card that does not belong to the displayed run. This layout is not equivalent to the three-card example, because one card remains outside the matched group. The no-discard exception cannot simply be carried across by assumption.
Thus, the answer is conditional: under Bicycle’s ordinary Rummy rules, a hand may end without a discard when all remaining cards can be laid down as matched cards. Always name the specific variant before applying that exception.
