This distinction helps a worksheet avoid a common counting mistake. “The box contains jokers” does not automatically mean “the game uses jokers”. The instructor can supply one convenient kit while selecting a rule set that uses only its standard cards.
The stated Gin Rummy variant specifies no jokers
For the Bicycle-described Gin Rummy variant, the relevant rule is a standard 52-card pack without jokers. Bicycle’s Gin Rummy rules therefore treat the two jokers as outside the playing pack. In this version, hands, combinations and unmatched cards are interpreted using the ordinary four-suit, thirteen-rank structure.
Do not import a joker rule from another game. Write the chosen variant beside the inventory, and distinguish a deliberate rule change from a counting error. A missing standard card cannot be silently replaced by a joker.

Label the two jokers “set aside” rather than “missing”. Then write “52-card Gin Rummy pack” beside the remaining cards. This makes the calculation visible and prevents a learner from adding joker substitutes to a combination by accident.
Worksheet conclusion: the jokers are in the kit but not in the selected pack. Their exclusion follows the identified Bicycle Gin Rummy rules; it does not describe every possible rummy rule set.
